It's basicly the whoosh effect, for risers, build-ups or even drops nowadays.

Basicly it is just FX ond a high frequency level that you include nowadays to intro a breakdown/drop normally and smooth. Many producers underlay it to the drop/lead to sound it more pushing/going/driving especially when it is sidechained and also it doesn't make the drop not sounding that dry. Often also used as a percussion/hats element (Hardwell's Three Triangles uses it for example in the drop as an white noise/hats part).

The begining reminds me axwell! Sounds promising. Not too keen on the typical madeon 'drop'
